I have quite a few friends and former classmates within Fed.gov at various levels and locations, from Defense to Interior to HHS.
All would admit that political classification (ie. gay, black, whatever) did get some people their jobs. At the same time, they would also say, these people are not necessarily unqualified, but their political classification certainly helped.
Also, they all dislike their jobs. They all hate the intense bureaucracy and necessary jargon needed to couch speech within Fed.gov. They all will admit Fed.gov is bloated, and even though they dislike their own specific bureaucracies, they all ironically feel the Fed.gov bureaucracy is a force for good. And as you would imagine, they all are still progressives / leftists
So in sum - they are a full of cognitive dissonance and confusion.

My concern is people like this "Ex-Nuclear Waste Chief" whose primary - and as far as I can tell - ONLY qualification for the job - was his sexual kink. That's dumbing down a bloated system that's already marginal. And it's divisive and unfair. You know that - and it's the reason the 'secret points' you speak of aren't made public.
There are also plenty of black citizens qualified for their jobs... and the unqualified bring them down too. If points are to be given for attributes those need to be agreed on by all citizens. Or at least we have the right to know the club's rules. Five extra points for being a vet. Five points for having a father who died in a combat situation... 30 points being gay? If you look at DC I'd say it's more like 50 points for being gay and 20 points for being black.
That might NOT be the point system citizen want. One more corruption in an already corrupt city. I can tell you're knowledgeable so you already know this... but step back and look at it from someone outside the system.
How would you feel if the folks in flyover decided to charge 60 percent more for some products if the person worked for the government ... and WE had a way of hiding that from them?
