Yes, very definitely it is Russian propaganda. But it is as wrong to deliberately worship and trust your own propaganda as it is to deliberately ignore the enemy’s propaganda.
And, in today’s world, one enemy is as deep inside Washington as it is in Moscow. Another is in Peking. Another in Iran.
