43 years old, living with his parents who were described as nice people by a neighbor, in a decrepit house. Mom passed away in 2020 and dad regularly attends church (per the neighbor). City was going after them for failing to clean up the yard and mow the weeds.
There is nothing to indicate this had anything to do with “race” - sounds like mental illness.
