The balloon shot down off the Carolinas was a conventional high-altitude balloon with props and electric motors for maneuvering.
The three smaller objects have nothing to do with my propellor comment, and probably nothing to do with the first balloon, as would be clear from the verbiage to any fifth grade reader.

Well, the large hot air balloon shot down off the Carolinas was purposefully downed over the shallow water adjacent to the coast. Some recovery has already been done and all significant parts should be recovered eventually. It is probably easier to recover from the ocean in those circumstances than from a western mountain range, for example.
Recovery of the smaller devices will be a greater challenge. The one near Deadhorse Bay that fell on the ice seems like it would be easy to find but nothing is easy in that weather.
i think we have bigger problems then just random shooting down some balloon or object that is around. someone on another thread said these balloons could be ham radio operators launching them to see how far they can receive there signal.. who knows.
