What are the fleeting chances that a drifting balloon would pick up any random conversation worth hearing? That is utterly ridiculous. You gather sigint by intercepting main communication trunks, not hoping you'll maybe hear something worthwhile via a balloon floating by.

I think we are still being lied to.

It wasn’t simply floating. It has motors that allowed steering. It could target what it flew over. So yeah it is a big deal.

You should look at what that old P-3 was doing near China a few years ago. It was collecting conversations between specific Chinese generals, interpreting them and printing them on paper in real time. The transcripts included the names who who was speaking.

Military electronics is a lot farther along than what civilians see. The Chinese learned a lot of tricks from that P-3.
