That is true at the start of every war. The Russians had the same problem. Their original six-axis combined arms attack was an almost total failure due to logistics incompetence, communications incompetence and an underestimate of the Ukraine resistance.
War is a harsh instructor. Bad commanders get fired or killed. The Russians have replaced much of their command staff as a result. They are learning.
Many bad commanders in the Ukraine army have been replaced or killed too. Are they learning (as an organization)? I don't know.
The Ukraine political authorities insisted early on a "hold fast" strategy, which worked out very poorly in Mariupol. It will work equally poorly in Bakhmut. They do not have enough reserves to repeat that kind of mistake. They must get smarter fast.
No these people were really really incompetent cowards, interested only in how much money they could steal - it was a small Soviet Army.
