My RAT Congress Critter, Steny Hoyer, grabbed the seat from his predecessor, Gladys Noon Spellman, after she suffered a debilitating heart attack and was left permanently comatose. Hoyer didn't waste any time persuading Congress to declare her seat vacant so he could step in. That was in 1980, and the dirt bag's been there ever since.
