And for positions like Sec'y of Commerce, Sec'y of Treasury or head of the Small Business Administration, to name a few, he did bring in people he knew in the private sector. However, there are hundreds if not thousands of positions the President has to appoint. Plus, many (most?) have to be approved by the Senate. Not everyone wants to go through the meat grinder of being "vetted" by the Senate.
