Yes he did. Servers in the 80s weren’t reporting squat. The compromise was the 8% of sales rule.
Later, after credit cards were used more, businesses force reported the charge tips on the cards. By law they had to because the money came out of the till.

We don’t have waiter and waitresses anymore. They are all waiters or servers.
Just like we don’t have “ have a helpful hardware man”. We have “helpful hardware folks”.
