Shooting it down over water - close to our primer nuclear sub base was an interesting choice.
There is no way they could know what any of these balloons are carrying.

OK Gen. Glen VanHerck, this is ridiculous, let me get this straight; you can track a tennis ball on orbit but you, for sure, missed three balloons the size of a football stadium roaming over our missile silos and bomber bases and didn’t know about it for years. You may have missed a hundred of them. Did I get that right?
I do have a suggestion that may help. Have a couple of Airman (or is it Airpeople?) at our missile and bomber bases stationed outside and have them to keep looking up. If they see a balloon the size of a football stadium, have them give you a call. That will be quicker than waiting for years to find out from our intelligence people.
It appears the Chinese could take us out with EMPs.
So they tracked this one just fine, but they couldn’t track the three that flew over when Trump was president. But, even though they didn’t track those earlier three, they KNOW they flew over the USA.
