According to the linked article, this guy was sentenced to ten years’ imprisonment. He served his sentence, which ended on March 1, 2022. I’m guessing that he wasn’t released then because his native country (Pakistan) wouldn’t take him. He’s getting out now, eleven months late, because only now has another country (Belize) agreed to accept him.
Pakistan can’t force us to keep a prisoner beyond his sentence. He’s done his time (and then some), so he gets out, whether Pakistan likes it or not.
