Perhaps once somebody has 120 quarters in they might invest via Social Security into a participating state pension fund.
State pension funds might allow ordinary citizens to buy in independent of Social Security.
Social Security was created after stocks tumbled in value and banks went bust.
Mrs. Elder can either mainly fund her own retirement or the public almost surely will.
It should have never been created in the first place. However, since it was created, it would be very disruptive to remove it. The want private savings accounts so those accounts can be taxed into non-existence, not because they have changed their values to libertarian ones.

The one advantage of privatization would be that government doesn't have a pool of funds to leech off of and "borrow" from.
The Chilean privatization basically worked and was written by the University of Chicago free market economics professors.

Those who get Medicare/SS disability benefits from being under the poverty line and didn’t pay in - should have benefits provided from a different budget/allocation - not from the retirees pot. Some on disability did pay in. There are 2 different types of disability payouts.
Does social security need to be reformed? Yes.
Is it near the top of our priority list? No.
By bringing this up, Pence is just giving the Democrats something to demagogue. “The Republicans want to take away your social security!”

I had a couple of part-time jobs in the 60's before I graduated in 1965. Paid social security then, and throughout my whole adult life. Still have to pay taxes on part of my social security. I paid Medicare taxes too, since 1966 when it started. I could never understand why, after you paid into Medicare since 1966, you had to continue to pay for it once you became eligible for it, until the day you died. What the f*ck was I paying for all those years? Probably some dead-beat's SSI.
