In any event whatever data it obtained has likely been transmitted to China. Mission complete. Shooting it down now is kind of lame.
F-22s are the logical choice as they have a much higher service ceiling than F-15s.

This is a trial run. This is in preparation of showing the US weakness when they take Taiwan. If we can’t even defend own national air space security we won’t be able to defend Taiwan. Eh? Multiple sources including Boeing say the F-15 is operational to 65,000 ft., depending on exact configuration, load, etc. F-22: 50,000 ft.
They were shamed into even making a statement. It was only discovered by accident by folks in Montana (when it may have dipped down a bit into visual distance) although the US government had apparently known about it and its path virtually since it was launched.
The Karman Line is way above where this thing can go. It is not a “gray area”.
Actually its not very effective as it was tried on a ordinary weather balloon with 20mm cannon - made a lot of holes but stayed aloft for another 3 days.
Why shoot it down over water. Wouldn’t you want to get the instrumentation package for exploitation purposes?
