Does our military even know how to shoot it down? With what and how? Fire a missile at it and hope it explodes? It’s just a big plastic/visqueen ball of helium! It has a large radar cross section, so it could certainly be targeted and destroyed. Of course you then have debris from both the balloon and the missile coming down.

Yes, it had an instrumented laboratory compartment which would provide plenty of radar returns.
