stochastic terrorism

"the public demonization of a person or group resulting in the incitement of a violent act, which is statistically probable but whose specifics cannot be predicted: The lone-wolf attack was apparently influenced by the rhetoric of stochastic terrorism."

If every violent attack or crime is caused by “apparent influence by the rhetoric of stochastic terrorism” then surely no one is guilty of their own murderous or anti-social acts, right?

Except Republicans and their rhetoric that forced others to act violently, of course, but not the wielder of the knife, bat, club, gun, fist, etc.
