In 1996 I thought is was meaningless. It wasn't with pay so I didn't see the point. Then I had to run a factory 20 years later. Biggest pain in the butt I ever had to run up against. If a good employee needs family time off I would give it to them and pay them. Unfortunately it's all the minimum performing headaches that abuse FMLA. Through convoluted scheming they work it and it takes a full time HR person just to comply with the records keeping. Every poor performer with attendance issues suddenly has FMLA because of sleep apnea allowing lateness 8 days a month. It ends up being the glue that bonds them to the floor.

Then HR tells you you may not pay your good employees for time they need off because the deadbeats on FMLA will file complaints with the feds. It's awful for everyone.

Is a pretty good idea that the stupid party got outmanuvered on by Democrats. Could have tied it into short term disability payments run by non profits that employees could purchase as part of their benefits pkgs. There would be bare bones and generous plans, marketplace competition and if you didn’t want it you just got the unpaid time. Might have even been a market for employer insurance to fill the gap for lost productivity. Instead we got a law that no one is happy with and any attempt to change gets you labeled as trying to throw women, minorities, children, and disabled into the street. They are always hit the hardest.
