They took over the hiring of federal employees under the guise of outsourcing background checks. They created a fraudulent corporation called United States Investigation Services.
They were later found guilty of 7 billion dollars in fraud and resulting in nearly 700,000 fraudulent background checks.
However, these same corrupt communists have scrubbed nearly any mention of it on the net. Despite it being the single greatest whistleblower case in U.S. history having exposed government fraud.

“Mr. Percival filed a whistleblower complaint in 2011 alleging USIS violated the False Claims Act by billing the government for work it never actually performed. It is estimated that the fraud affected more than 650,000 background checks, resulting in individuals receiving security clearances when they were not properly vetted.”
