The civil service system was created to replace the older patronage system where employees were forced to donate to specific politicians to keep their jobs. When the administration changed, most employees were replaced with employees loyal to the new administration.

If the elections are restored, (no machines, proof of citizenship, paper ballots, photo ID), where citizens votes are counted fairly and accurately, on election day, there likely won't be another Democrat elected for decades, if ever again.
