His posting on Facebook was not in his capacity as a police officer. The government official who suspended him very well may have violated his civil rights under the US constitution and the Georgia state constitution. The government official should be sued personally for damages and the city that employed him should also be named.

I suspect that you are correct, however I don't believe a court would allow a bureaucrat's personal liability.

The taxpayers are on the hook.
