Your post is unintentionally too clever by half. I’m almost certain that re-arming Ukraine with nukes of some fashion is indeed being planned. Non-proliferation treaties be damned. This to replace the Soviet era nukes they gave up in exchange for Western guarantees of their territorial integrity and sovereignty being protected on the future. They do have a point about that whether our Senate ratified anything or not. (We didnt)
Jets and longer range missiles are certainly coming to them soon.
Some people on high over here are being squeeze compromised that Ukraine must not fall ever or they are toast too. Things are yet to get ever more interesting and dangerous.

There are almost certainly Ukrainians that have worked on Soviet era nuclear devices and know how they are built.
All they lack is concentrated plutonium, which involves chemistry.
