One has no way of knowing what happened here, but one is open to the explanation that these cops were bad cops and had some ulterior reason for killing this guy.
As unfortunate as that would be.
The police chief said she was confused about why he was even stopped in the first place. This whole thing is a mess- good cops will pay the price and bad cops will get worse.
