We could if this was taking place on Russia’s soil, and I
would join in declaring it to be just that.
When his words are nonsensical there is nothing to interpret beyond he is not making sense. Which I expect, will happen with increasing frequency with him over the next two years.
[The technical term for this is “confabulate”, filling in gaps in memory by making up stories. This happens to Biden when his medications wear off.]
