I understand the technicality

It is no more a technicality than the difference between manual and automatic transmissions. It is what they are called.

Neither a revolver, nor a lever or bolt action rifle is a semiautomatic weapon.

Didn’t the Brits develop a semi-auto revolver? Since we’re deep in the weeds.

Newsom seems to be trying to say that semi-auto firearms, pistol or rifle, are ‘weapons of war’ and thus too dangerous to public safety to be allowed to be sold to anyone but the government.

In fact, that seems to be FJB’s talking point as well with his talk of ‘limiting shells in clips’. All that said, the same logic would apply to double-action revolvers, since they too can fire ‘as fast as you can pull the trigger’.
