This is in one sense correct - corruption in military procurement is a feature of all civilizations. The Ancient Egyptians probably had a big problem with this.
On the other hand, no matter the society, it’s always been a rather small part of the economy, except under very unusual and short lived circumstances. There is always vastly more money in the civilian economy and that is a better target for corruption, and hence it is more of an incentive to skew policy.
There is plenty wrong with DOD procurement and no doubt arms manufacturers try to skew policy. But as a % of the economy, or % of valuation of, say, the S&P, they are niche.
Its about like when leftists say the huge civilian gunmakers buy off politicians. They insist on making it a bogeyman. The civilian arms industry in truth is tiny, much of it being a cottage industry.
