Come on. If they could, they would. There is nothing to gain from incrementalism. Its been the same thing all along with Russian limitations, like the RuAF inability to achieve freedom to operate over Ukrainian airspace, or the Army’s failure to conduct operational maneuver, reducing them to 1917 tactics. None of this is deliberate, its what they are reduced to by their various incapacities.
And, why haven't the Russians dismantled the entire electric grid? Because it doesn't want to turn countries backing them in this war against them. Causing mass deaths of civilians might do that.
You're a fool if you think Ukraine has any chance of taking back lost territory or winning this war. There is absolutely no chance of that happening. If we entered the war, it would be another Vietnam and Ukraine would still lose.
