The enforcement unit is prosecuting fewer polluters than at any time in the past two decades....The stressed-out, stretched-thin Environmental Protection Agency is scrambling to write about a half-dozen highly complex rules and regulations that are central to President Joe Biden’s climate goals.

Here's a very simple solution. Reassign those people writing those "highly complex rules and regulations" that are going to strangle us and put them onto prosecuting polluters.

That's what any normal, competent executive would do.
