Apparently a number of Republicans in the Senate were concerned about those polls because in the Senate impeachment trial of Clinton (Republicans held a 54-46 majority at the time) ten Republicans voted no on the perjury charge, joining all of the Democrats.
January 1998 is when the Monica Lewinsky scandal became public knowledge. Remarkably little attention is being given to the 25th anniversary this month.
