DOJ possibly felt some embarrassment - after agreeing to assault Trump over docs, then hide Biden’s docs...only to have that blow up in their faces big time with the subsequent finding of docs scattered all over Bidenland.
Damage is already done to the DOJ - the only step Garland could take now to BEGIN restoring DOJ rep is confess to poor, overly-partisan leadership and resign immediately.
I still find it odd that Biden would send his lawyers to the Penn Biden Center to clear out the space and they just happen to find classified documents. How often are lawyers used as movers? It seems more likely that the presence of the documents was known for some time and the decision was made to retrieve them quietly, so as not to offer a contrast in the different standards applied to Biden and Trump. But for the leak, we would never know that Biden had classified documents from his time as Vice President.
