America has a terminal under-incarceration problem.

America doesn’t have an over-incarceration problem. America’s problem is that it doesn’t put and keep enough of these animals behind bars or apply the death penalty to them more liberally.

Harris County (Houston) accounts for most of the executions in Texas
Why should persons convicted of attempted capital murder not get the death penalty? They were just lucky the doctors could save the victim, but the intent was the same.
We could clean out a lot of prisons.
