All that New York City did was move the problem out of the criss-cross of the streets to other, more open areas. NYC won't see ANY drop in CO2 emission until they start building nuke plants, geothermal plants, and (still in the dream stage) fusion plants. Wind and solar isn't going to cut the cheese — there isn't enough for the 3D pile that is Manhattan Island.
