I don’t see anything bizarre. He is mocking the reporters and showing his contempt for them. Clearly, he thinks this is quite clever and is pleased with himself. Why shouldn’t he mock them? It’s not like they are really going to go after him.
I think the Dems are hoping to finish out this term with Dementia Joe, then sub in someone else. The documents thing is just insurance in case he makes trouble.
Interesting if Kamala not allowed to be President as she not a natural citizen, and Speaker of the House is next in line?

Biden was sitting there, looking quite alert and aware of the situation (a crowd of reporters shouting questions at him pell-mell), grinning smugly.

Americans have a keen sense of wishful thinking.
His handlers--i.e. the cabal which operates Biden's Puppet strings--know exactly what they are doing. Among other things, they intend to import as many illegal immigrants as possible as fast as possible.
Why? Because they HATE the USA and intend to destroy it--or remake the USA along the model of Communist China or North Korea, which is the same as destroying it.
What's their plan? To replace the US population with immigrants loyal to the Democrat Party.
Their plan is twofold:
Wreck the US military, drive recruitment to negligence, and then fill the military with illegal immigrants, promising them US citizenship in return for service. By providing them with extravagant government benefits, viz. welfare, free health care, etc. and making them dependent upon the Federal Government, this will enlarge the Democrats' voting block AND provide a loyal army to use against the American People.
In addition, the children, born in the USA, to illegal immigrants will be US citizens, also a large pro-Democrat voting block.
Their goal? Establishing a permanent totalitarian Democrat Party rule in the USA.
Anybody who does not see this is willfully blind. It is the willfully blind who have allowed Biden to be place in the Presidency.

If Biden dies or is otherwise removed from office after Jan. 20 - i.e., after having held the office for a full two years - then his successor could theoretically complete the remainder of his term, and then still go on to be elected president twice.
If, however, Harris were to succeed him prior to Jan. 20, then she could finish his term - but could be elected only once.

Biden looks like a zombie, but the media also sounds like an out-of-control kindergarten class.
And then cue the “thank you lady.” She usually appears to usher the media out when Joe has filled his diaper or just spaces out. It’s always that frantic “Thank yew! Thank yew!” in that pre-school teacher tone.
Seriously, this whole administration is a joke. And a nightmare.
