To some degree but so did Ross Perot’s wishy washy run (As he was in and then out and then back in) as enough voters voted for him which undermined Bush.
The Perot circus in 1992 brought millions of voters into the mix who would not have voted at all if Perot wasn’t there, voters who understood that there was no functional difference between Bush and Clinton. Added to that, Clinton was a talented natural politician, and a smooth and experienced liar who fooled many people. Bush was an unappealing nebbish who won in 1988 because of Reagan’s popularity, and his opponent was an even worse choice.
As I recall, the popular vote in 1992 was something like 12 million more than in 1988, and the popular vote in 1996 dropped by 8 million.
