Why have the Rooskies not exhibited total Air Superiority/Dominance over Ukraine?

Ask Vlad, but today ( little reported) over a dozen Ukie major cities were hit with another MASSIVE missile attack. Their AA systems ( in the first wave) were overwhelmed. Air sirens all over Ukraine, AND a second wave at each target, reaching way out to hit the most western town in Ukraine.

The Russian army isn’t even daring to fight in Soledar! There is NO Russian army there. Kremlin had to send convicts from the private Wagner group to do its dirty work. And Wagner is being decimated 6 to 1 there !
