There is absolute institutional continuity between the USSR and modern Russia. Putin is the clearest case, a man who rose in the KGB, the core of the Soviet regime, and its successor.

Where was the heart and lungs and brain of the USSR? The Kremlin. Where is the Kremlin? Moscow. Where is Moscow?
Russia. NOTHING happened in or by the USSR that did not originate in or be approved by Moscow.
