Interest in repatriation spikes among Russian citizens with Estonian roots

Since Russia launched its full-scale invasion of Ukraine last February, the number of Russian citizens with Estonian roots interested in relocating to Estonia has gone up severalfold. Nonetheless, of 46 such applications received last year, the Police and Border Guard Board (PPA) approved just four.

Latvian Public Broadcasting (LSM) reported Wednesday that the Latvian state wants to repeal its Repatriation Law due to significant interest in it among Russian citizens.

Namely, the law provided Latvians and Livonians, or people with Latvian or Livonian forebears, with the opportunity to relocate, or in some cases figuratively return, to Latvia.

Estonia has no such repatriation law. Section 36 of the Constitution, however, states explicitly that "Every Estonian is entitled to settle in Estonia."

Typically, around a dozen people a year apply for Estonian residence permits on the basis of this stipulation of the Constitution, according to Janek Mägi, director of the Border Guard and Migration Policy Department of the Ministry of the Interior. Now, however, the number of such applications has increased severalfold.

Last year, the PPA received 46 such residence permit applications from Russian citizens alone.

"I see a connection here with the restrictions imposed by Estonia," Mägi said. "Those who were previously able to enter Estonia on a visa or obtain a residence permit or job are in fact simply no longer being issued a visa. Now if they actually do have Estonian roots, many see this as their only opportunity to come to Estonia."

According to the ministry official, last year, the PPA approved just four such applications to come to Estonia submitted by Russian citizens. They likewise issued residence permits to one citizen of Kazakhstan, one Belarusian citizen and one Ukrainian citizen.

He admitted that granting people a legal status on the basis of the Constitution is tricky, and has in practice been implemented via procedures and case law.

"One precondition is certainly that the individual is descendant from Estonians," Mägi explained, adding that this is possible to trace. "On the other hand, courts have ruled that this alone is not enough. Courts have said that someone who wants to move to Estonia as an Estonian should also have some sort of bigger and stronger ties to Estonia ⁠— whether that's related to Estonian culture or perhaps they're learning the Estonian language."

Great singers! Love Arvo Part. Estonian culture needs to be kept intact. Tenuous claims are likely to be rejected. It is such a small country.

I never understood the Estonians embrace of Hitler until I actually visited Estonia and talked to people there. It was either the Devil or the Other Devil. They had to choose between one evil or another.

From my vantage of decades forward, I see another path. However, at that point in World War II, I have no idea what I would have chosen, so one cannot judge them from the present time in history, I think.

Again, IMHO.

The point observed by Estonian authorities is that, like the Ukraine, when Russia sees enough of their citizens in a territory,
it will strive to liberate the 'oppressed Russians' by taking over the territory.

Perhaps…if the Government of Estonia is overthrown by violent revolution and starts killing disenfranchised Russian-Estonians.

In other words, ethnic Estonians who are descended from Estonians who were possibly forcibly relocated to Russia during Soviet times, aren't entitled to residency in Estonia, BUT Muslim migrants are. The logic of the EU elites is telling.

Not sure they are going to do it 46 at a time. Especially when all but three were denied entry. By the time they get enough people’s interest in the area, China will own everything anyway.

The number of Russians in Estonia is decreasing. It was about 30 percent at independence, now it's about 24 percent. Latvia had 34 percent, Lithuania only 9.5 percent.

I don't know the official reason for Lithuania having so few. I suspect it's because the Forest Brothers and other partisan groups active into the 1950's killed many Russians being relocated to Lithuania. Eventually the partisans were killed off, but not before Russians began refusing to move there.

This is now popular in many European countries. Since the European countries are dying off and are being invaded by many uninvited immigrants from South, they are now trying to lure back their former members, people with roots from their country.
E.g. if you can prove Italian roots, you can return to Italy.
I am not sure which countries, but quite a lot!
I believe Ireland, Poland, Czechia and abovementioned Italy are part of this group?!

The violence was perpetrated by your boi Putin’s little puppet Yanukovych using FSB and Spetsnaz assets provided by your boi Putin to put down the protests.

Yanukovych fled unharmed to your beloved Russia, and the Ukrainian Parliament then removed him from office because he refused to conduct his constitutional duties and had effectively resigned from office. The parliament then scheduled new elections.

The FSB and Spetsnaz resources were shifted east to stir up anti Ukraine sentiment with the help of the newly formed neo-nazi Wagner group who was used to attack civilians.

Don’t project your homosexual fantasies on me, Sally. I’m not Russian or Ukrainian. My allegiance is to the USA. But I know what’s happened in Ukraine and have spent time on the ground there. You think 50+% of Ukraine voted for Yanukovich in order to foment revolution? If Yanukovich was so unpopular, why a revolution? Just Vote him out! They couldn’t because they didn’t have the votes. That’s why the Euromaiden Revolution occurred.

Revolutions have consequences. Disenfranchising voters has consequences. You are simply uninformed and proud of it.
