Yea, Illinois has such a history of successful gun laws it had to add yet another one.
While criminals run rampant, let's make harder for law abiding citizens to defend themselves.
When a person uses a weapon in self defense, he can still get in extra trouble if the gun is not compliant, registered etc.
It's a gotcha, on purpose, a case of "I did not break the law, the law broke me".

The average Sheriff in Prog Socialist Calipornia counties is this:

Smith was convicted of providing concealed carry weapons permits in exchange for political donations or other favors.

Any criminal could buy a CCW permit, NO law abiding average Citizen could get one, ever.
