The National Security Act of 1947’s Adjudicative Guidelines for Determining Eligibility for Access to Classified Information Guideline K (Handling of Protected Information) covers negligent handling of classified information including through ignorance or accident which, based on the specific circumstances — not the person, but the circumstances — can cause the individual’s security clearance to be revoked.
