Yes, of course.
This has been the problem with Dem Executive administrations ever since Clinton and the issue with government jobs in general. They promote people because of their sex, ethnicity, skin color, instead of their ability to do the job.
My younger brother spent his entire career in the Federal Bureau of Prisons. A division of the Justice Department.
As a federal government employee it is much more difficult to get promotions as a Caucasian Male. His boss for years was an incompetent female African American. He ended up retiring because there was no potential for advancement unless he wanted to move to a different prison. This is par for the course in government jobs.

I sincerely doubt it’s limited solely to the position of Secretary of Transportation.
