I read that this was a conference phone call and a closed legal negotiation. The votes referred to had already been determined to be fake. Trump was offering Georgia a quiet way out.
Some political operative selectively leaked portions of that conference to the, edited in a way to build the impression of intimidation. The outcry gave media and courts an excuse to foreclose all appeals for scrutiny.
