My understanding is that SA fully funded the Pakistan nuke program. They already have the tech, knowledge and money to get it done.
I assume that Pakistan already has several in storage for SA if they need or want them.
These rich countries can buy the nuclear Scientists they need. Plenty of poor Russian and NORK scientists available. Perhaps they can get American and French.
Where do you think the Americans are going that lost their jobs at American plants?
