“Jaywalking” is one of those actions that the police can turn into a crime when it suits the purposes of the politicians who order the police. “Loitering” is another one. There is no definition of loitering, so the police can accuse you of it for any action at all. “Disturbing the peace” is another.
Those laws exist precisely for that purpose - to enable police to arrest someone for another reason without ever revealing the real reason.
