California should capture some of the rain to end the drought. But that will not be done because of endangered fishes.

They keep hard rains from going downhill & causing flooding, as they do catch & retain water.
They provide electrical power-—at VERY cheap rates-—WITHOUT FOSSIL FUELS or pollution
They retain water for dispersal as needed for agricultural usage all spring/summer
They provide recreational usage
