Some new and used car lots have a starter shut off devise in them so it can’t be started to umm prevent theft from the lot.
I didn’t know it until I bought my 2011 pick up I was at a gas station went to start it nothing had it towed to a GM dealer and they removed it.

Bought a 2012 4Runner that had that installed. Supposedly not active, but I got the Toyota electric manual and removed the damn thing.
