This “rule” clearly violates the constitution. It’s akin to making a rabbi perform communion if a priest isn’t available.
No actually it’s worse. You’re not asking the rabbi to kill someone.
You could argue whether sacrilege is worse than murder.
It is a serious mistake to plead this as a religious issue.
