They will never reinstitute conscription simply because it's impossible to be done. Conscription is a social technology that has become lost in an ethnically incoherent America. Imagine trying to conscript minorities to fight for a government which tells its population that it is racist and upholds White Supremacy.

More importantly, they don't want a large pool of people with combat capabilities that can be an internal threat, they already have enough issues with veterans from Iraq and Afghanistan.

They will increasingly resort to relying on mercenaries via PMCs, just like every collapsing civilization.
