“A Presidential signature is not required for a bill to become law.”

If the President takes no action for ten days while Congress is in session, the bill automatically becomes law. So, is congress “in session” during a recess? The 117th Congress, Session 1 runs Jan 3, 2022 to Jan 2, 2023.

It depends on whether Congress is in session or not.
If yes, it’s a law.
If not, it’s a pocket veto.
I suppose the wealthy donor wants him to sign it.

Leaving aside the fact that Congress has adjourned, which means inaction would result in a pocket veto, I think the current CR expires at the end of the year so the government would shut down until the 10 day waiting period expired.
