Bidens little inexperienced $hit stirrers will find way to keep the southern freeway border in free flow. They have no real world experience but they can write the weasel words into anything, making it something else.
It isn’t even that complicated, IMO.
They will simply ignore the law, as they have been doing since Trump left office. Nobody calls them on it. Nobody stops them.
So they are going to continue breaking the law and getting away with it.
