Because Putin knows that Ukraine can take back all its land if war doesn’t end. It’s very simple. Russian forces leave all internationally recognized Ukrainian land, then negotiations can begin. And that includes Crimea.

putin needs to get ALL his troops and equipment out of Ukraine

The head of the Ukrainian military said in an interview in The Economist, that he knows he cannot get the hardware he'd need to win because NATO doesn't have it to give. He is quietly being elevated in order to replace Zelensky with someone who will negotiate peace before what little remains of the Ukraine's infrastructure is destroyed. The one true gain the Ukraine hopes to get by negotiating peace with Putin is Odessa - without Odessa the Ukraine becomes land-locked.
