I suspect if it is ‘declared’, it is tracked and treated specially.
If not, baggage crew bandits can get it, like they do jewelry, etc. And you won’t know till too late.

When traveling with firearms, I put them in a pelican case and lock it with heavy duty combo locks. When declaring, the agent will inspect the interior of the case and then it is locked and sent down the ramp.
Upon arrival, an agent will deliver the case to you; it’s not delivered to you on the carousel.
That’s been my experience.
