He's not replacing anything, his bill was to provide additional funding for H1B holders to become resident aliens or citizens, to alleviate or cure the backlog, which is part of the H1B program. Those people are already here.The whole H-1B visa is a scam created to undercut US workers. Anyone justifying it is a traitor. The need to be exiled to India.

The whole H-1B visa is a scam created to undercut US workers.I agree. I live in a small suburban town which has many,many apartment units *and* which has a very large high tech firm as well. A huge percentage of these apartment units are occupied by Indians (the Asian kind) who work at this high tech firm.
Although I can't prove it I'd wager that these Indians make half...or less than half...what an American worker would expect.
